1. Discuss a request from Mrs. Jo Carroll Onoffrey, property owner of 857 Garfield Parkway, for a six-month extension to the letter to proceed for the Planned Residential Development approved by the Planning and Zoning Commission in order to commence work on the project.  Pursuant to Section 410-26, substantial construction shall commence within one year of the date of the letter to proceed.  The letter to proceed shall expire April 20, 2021.
